1. NAME

The name of the Club is Lauro Golf Bowls Club, hereinafter referred to as “The Club”

2. FEDERATION & OBJECTIVES

The objects of the club are to promote the sport of “Flat Green Bowls” in accordance with the Laws of the Game as laid down by the World Bowls Board and to organize bowls matches and social activities for Members. The playing rules applied at Lauro Golf Bowls Club comply in all respects, and follow in all circumstances, those stipulated by World Bowls.
The Club shall be affiliated to the Federacion Espanola De Bolas.

3. MEMBERSHIP

a). Application for Membership :-

(i). Applications for new membership are required to be made on the approved Application Form. The applicant must be proposed, and seconded, by existing Members of the Club and delivered to the Club Secretary.
The completed Application form will be displayed on the Club’s notice board for 7 days. Any Members who wish to object to the application must put their objections, in writing to the Club Secretary.

(ii). The Governing Board reserve the right to refuse any application and shall not be required to give a reason for their decision. An applicant refused membership shall not be permitted to renew the application for one year.

b). Membership Fees:-

(i). Membership fees shall be fixed by the General Assembly following recommendations from the Governing Board.

(ii). All full members shall pay at least a six month fee to the club. Temporary membership will also be available.

(iii). All Social Members shall pay a small annual membership.

(iv). Membership is for a calendar year and fees become due for renewal on 1st October each year.
Fees should be received by the Treasurer within 7 days of commencement of bowling activities or 31st October, whichever is the sooner.
Failure to do so will result in membership being considered to have been lost.
There is a facility to pay by instalments.

4. DRESS CODE

a). Club days: –
White or Coloured Shirts, White or black “Cut Offs” Shorts, Trousers or Skirts.
b). Touring Teams, League Matches or Official Competitions/Tournaments: –
White Club Shirt, Jacket.
Ladies:- White or black Skirt, Tailored “Cut Offs”, Shorts or Trousers.
Gents :- White or black Tailored Shorts or Trousers.

5. GOVERNING BOARD

All matters relevant to the bowling affairs of the Club will be decided by and administered by a Governing Board comprising of the following:-
Chairman, Treasurer, Secretary, Captain, Vice-Captain, Bar Manager, Competition Secretary and 1 General Member.

The post of Captain & Vice Captain will be re-elected every September all other posts will be re-elected every two years, half one year and half the year after to maintain continuity.

All full Members of Lauro G.B.C,(Those who pay a minimum of 6 months membership) shall be entitled to vote for board elections.
In the event of a tie the independent adjudicator will count the Chairman’s vote a second time as a casting vote.
They will then advise the secretary of the winners and the number of spoiled ballot slips but not the number of votes.

The following conditions/restrictions apply to Governing Board Members:-
a). A Member may hold more than one office.
b). In the event of the Chairman or Captain being unable to fulfil their respective duties the Vice-Captain, will deputise or assume office as appropriate.
Should a re-election be necessary, an E.G.M will be called where a replacement Vice-Captain will be elected.
c). The Governing Board shall meet at least once per Quarter and Minutes of these Meeting will be filed in the minutes binder in the clubhouse.
d). A quorum for Committee Meetings shall consist of a minimum of 7 people comprised in the following way
(i) All available members from the elected governing board, Chairman, Treasurer, Secretary, Captain, Vice-Captain, Competition Secretary, Bar Manager.
(ii) The balance to be made up of invited full general members in rotational order using point (iv).
(iii) A minimum of 2 full general members, even if this makes the number more than 7, on a rotational basis using the list in point (iv)
. (iv) A list of eligible full general members will be maintained, by the Treasurer
e). At all Meetings of the Governing Board every member other than the Chairperson, will have one vote. In the event of a “tie” the Chairperson will have the casting vote.
f). The Governing Board shall have the right to appoint sub-Committees, and co-opt Members for a specific purpose, as considered necessary. (N.B Co-opted Members have no voting rights).

6. SELECTION COMMITTEE

The Selection Committee shall consist of the Captain, Vice-Captain and up to two other members, chosen by the Captain.
This Committee will be solely responsible for the selection of the Teams to represent the Club in ALL League games, inter-Club Matches and representative Competitions.
(N.B The selection of Teams to play Touring Groups will be decided by the Club Captain or Vice-Captain).

7. COMPETITIONS

Club Competitions shall be the sole responsibility of the Competitions Secretary.

8. HANDICAPS

The Club Captain shall also be responsible for setting handicaps and adjusting them on a regular basis.

9. THE GREEN

a). Members should be conversant with the Laws of the Game as well as the Associated Bowls etiquette and observe them.

b). Suitable attire and smooth-soled footwear shall be worn at all times whilst on the bowling carpet.

c). Smoking including E cigarette’s, drinking or the consumption of food is not permitted on or near the green. smoking including vapes and e-cigarettes is only allowed in the designated smoking area

d). The use of wax and grease based bowls grip and bowls marking agents is forbidden.

e). The use of mobile phones is forbidden when a game is in progress unless an important call is expected and permission from the Captain/Vice-Captain must be given and as a matter of courtesy to other team players they must also be notified before the game begins, the phone must be left in vibrate mode.

f) Members are responsible for the conduct of their guests whilst on the green or in the clubroom and must sign them into the visitors book on arrival. Social members are not allowed to bring guests.

10. CLUB ROLL UP DAYS

The Club Captain (or if not present the Vice Captain or delegated person) can adjust the Team draws, or select specific Teams, in order to provide balanced games.
No League Team practice is allowed on club roll up days.
Maximum of two Singles League matches per roll up day.
Official competitions as per CDS calendar, Club in house competitions, Touring team visits and club organised fun days are allowed to be played if required.

11. GENERAL ASSEMBLY

a). The Annual General Meeting (A.G.M) must be held within 6 weeks of the 1st January of the new Year on a date set by the Chairman and a notice will be placed on the Club’s Noticeboard Board at least 15 days in advance of the date on which they are held.

Items for the Agenda must be made in writing to the Secretary from a full member, signed and dated at least 8 days prior to the Meeting.

The club financial year ends on 31 December and a statement of accounts shall be published in the Club not less than 7 days prior to the Annual General Meeting.

b). An Extraordinary General Meeting (E.G.M) may be called at any time by the Governing Board or on requisition in writing supported by at least ten Members.
A request from members must have their names clearly printed and signed. This must be given to the Secretary.

c). All full Members of Lauro G.B.C,(Those who pay a minimum of 6 months membership) shall be entitled to vote at General Meetings.
A list of eligible voters will be maintained, by the Treasurer, on the notice board.

d). Any full member may appoint a proxy, who must be a full member, to attend and vote on his/her behalf at any General Meeting.

e). One third of the Club’s eligible voting membership will form a quorum.

12. AMENDMENTS TO THE CLUB’S CONSTITUTION

Amendments to sections 5–9 of the Constitution may only be made at the General Meeting, of which due notice has been given (see section 10), specifying the proposed amendments, and agreed by two-thirds of those members present or by proxy.

13. UNACCEPTABLE BEHAVIOUR/BREACH OF CLUB RULES.

The Governing Board, reserve the right to expel a Member whose continued membership is felt to be undesirable and against the interests of the Club.
All such decisions will be subject to the individual having the right to appeal, in person, against the expulsion to a full Governing Board as appropriate, specifically convened for that purpose. The individual will remain suspended until the appeal is heard.

14. SUGGESTIONS AND COMPLAINTS

Any members wishing to make a suggestion should do so by way of a written note tobe placed in the suggestion box. If the member whiches to make a complaint, it must be submitted in writing to the Club Secretary and will be dealt with at the next meeting of the Governing Body.
